What Is PuebloPlex?

The PuebloPlex property is one of the most expansive redevelopment opportunities in the western United States — formerly part of the Pueblo Chemical Depot and now transitioning to a center for innovation, industry, and investment.

Legacy of the Depot

For nearly 80 years, the PCD played a critical national defense role. Today, with the chemical agent destruction mission complete and PCAPP operations concluded, PuebloPlex represents a clean slate for transformational reuse.

Key Milestones:

  • 1942 – Pueblo Chemical Depot constructed as the Pueblo Army Depot
  • 1988 – Base Realignment and Closure (BRAC) Commission recommends realignment of the Pueblo Chemical Depot, transferring its supply and ammunition missions
  • 1994 – Pueblo Depot Activity Development Authority (PDADA) created by the Colorado State Legislature as the Local Redevelopment Authority for redeveloping the Pueblo Chemical Depot
  • 1996 – Pueblo Chemical Depot designated for BRAC closure
  • 2002–2010 – PCAPP facility designed and constructed
  • 2010 – 2023 – PCAPP operational
  • 2013 – U.S. Army formally declares 15,847 acres of the Pueblo Chemical Depot as federal surplus property
  • 2015 – PDADA rebranded as PuebloPlex
  • 2016 – First Redevelopment Plan for the surplus property completed
  • 2023 – PCAPP mission complete
  • 2024 – First of seven parcels transitions ownership from the U.S. Army to PuebloPlex
  • 2025 – Redevelopment Plan for the PCAPP parcel begins

Redevelopment History

Planning for the future of this site began in earnest following BRAC realignment. The 201laid the groundwork for readiness and phased reuse. Since then:

  • Rail upgrades have been pursued
  • Roadway and site access efforts advanced
  • Environmental closure progressed
  • High-visibility anchor tenants were established, including MxV Rail and the Swisspod Hyperloop

The New Plan

Now, PuebloPlex is launching a bold new planning effort focused on the , integrating past plans, aligning with current market and infrastructure realities, and accelerating readiness for economic opportunity.

The plan will:

  • Reprogram land uses
  • Update infrastructure strategies
  • Address market trends and job needs
  • Incorporate environmental conditions
  • Identify clear implementation actions
